NOVA SCOTIASystematic registration of births, marriages and deaths by the government did not begin until August 1, 1864 when the Registration Act added registration of vital events to the responsibilities of the Board of Statistics. However, the Legislature began the regulation of marriages as early as 1758 and allowed marriage licences to be issued to those couples who did not choose to have their impending marriage announced by the public reading of banns. After Confederation, the federal government's Department of Agriculture became responsible for compiling information about births, marriages and deaths. Unfortunately the federal government stopped collecting vital statistics for the province on July 1st, 1877. The provincial government did continue to register marriages. It was not until October 1908 that the provincial government resumed the central co-ordinated registration of births and deaths. The Vital Statistics Division of Service Nova Scotia and Municipal Relations is responsible for registration of vital events. The department is responsible for the registration of all births, deaths, and marriages and issuance of certificates. Staff also record the registration of adoptions, including the updating of birth records to reflect adoption information when born in Nova Scotia and forwarding of adoption orders to other provinces and countries for individuals born outside Nova Scotia. Information documenting the process of change of name applications, maintenance of the Change of Name Register, and issuance of certificates. Records the registration of religions and clergy to perform marriages under the Solemnization of Marriage Act. Records information documenting the provision of statistical data to various government departments and outside agencies on a regular basis, assisting in various research projects through hospitals and universities on an ad hoc basis, and research services provided for genealogical research. Did you know? As of June 4, 2001, under amendments to the Vital Statistics Act, common law and same sex couples can register their domestic partnership with Vital Statistics. Once a domestic partnership is registered, the partners will have many of the same benefits and obligations as a married couple, such as pension benefits and the division of assets at separation or death.
